Vice President, Regulatory Affairs

Carrie Fosaaen, Vice President, Regulatory Affairs, is responsible for all activities related to regulation of nuclear safety and security, environmental protection, and emergency management, both domestically and internationally. This includes domestic and international client licensing support and other industry activities that involve nuclear and other regulatory topics. Ms. Fosaaen is also responsible for NuScale’s operations and commissioning services. This group includes the accredited training, the simulator and E2 centers, operational program, plant commissioning and turnover, and service development.

Ms. Fosaaen has more than 14 years of experience in the nuclear industry, is an expert in advanced reactor licensing, and has led NuScale’s development of several major licensing applications.

Prior to joining NuScale in 2015, she worked in regulatory affairs for Xcel Energy, where she supported the organization through regulatory recovery, including successful resolution of 95001 and 95002 inspections. Ms. Fosaaen also obtained her senior reactor operator certification at the Monticello Nuclear Generating Plant.

Ms. Fosaaen is a 2023 graduate of the Harvard Business School General Management Program, holds a Bachelor of Science in nuclear engineering, and a Master’s in health physics, both from Purdue University.
